Letter from the President of the Management Board
For the fifth time, we are pleased to present our ESG Report. It remains an integral part of our ongoing dialogue with stakeholders and an opportunity to demonstrate how we continue to strengthen our market position while upholding our commitment to environmental stewardship, social responsibility, and sound corporate governance.
In the face of rising market expectations, ESG considerations have become a strategic priority for us, supporting the creation of long-term value and reinforcing our competitive position. We continue to develop our organisation around a strong set of values, further enhanced by the addition of the “Leadership and Responsibility” pillar, which underscores the vital role of employee engagement in achieving our business objectives. As a technology-driven company, we operate based on data and rigorous standards, as reflected in our approach to certification and quality assurance. At the same time, we remain actively engaged in the community — including through our support of the International Chopin Piano Competition — and pursue environmental initiatives that contribute to building a responsible business model aligned with the expectations of a broad group of stakeholders.

ESG Strategy
We believe that responsibility and sustainable development form the foundation of a modern business.
Our ESG Policy for 2021–2025 identified five strategic areas: the protection of landscapes, biodiversity and habitats; the improvement of energy efficiency; the minimisation of the impact of electromagnetic fields; responsible waste and wastewater management; and the cultivation of strong interpersonal relations in the workplace.
Like a finely tuned orchestra, where every instrument plays its part, each action at Emitel shapes both the effectiveness with which we deliver on our objectives and the impact we have on our wider environment. This year, alongside taking our first steps towards reporting in line with the Corporate Sustainability Reporting Directive, another important element was added to our “score”: an energy management system compliant with ISO 50001. This is a strong example of how ESG is not a single initiative or project, but rather the harmony of many interconnected efforts—from energy efficiency and day-to-day operational decisions to the engagement of people across the organisation. At first glance, these areas may seem unrelated; however, it is their integration that creates a coherent whole. And it is precisely at that point that the effect emerges—often exceeding initial expectations.

Materiality Matrix
In 2025, we made a significant step forward in aligning with emerging reporting requirements by initiating a double materiality assessment in line with the European Sustainability Reporting Standards (ESRS). This process enabled us to identify the issues of greatest relevance, both in terms of the impact of our activities on the environment and society, as well as their financial significance to the business.
Although this report has still been prepared in line with the Global Reporting Initiative (GRI) standards, it represents a first step towards reporting in accordance with ESRS. The outcomes of the double materiality assessment will serve as the foundation for the structure and scope of our reports in the years to come.
Changes That Set the Pace
Responsible leadership is one of the cornerstones of Emitel’s long-term development.
It builds investor confidence and enables the creation of lasting value for stakeholders. In a rapidly evolving market environment, we focus on strengthening our position as a provider of key digital infrastructure and a partner supporting digital transformation.
Examples of initiatives that have enhanced the resilience of our business include investments contributing to the further development of Emitel’s infrastructure portfolio and the reinforcement of our market position:
- Replacement of three reinforced concrete towers with steel structures
- Annual magnetic testing of guy wires on the tallest masts in Poland owned by the Company
- Implementation of a project management methodology to ensure timely and efficient project delivery, strengthen oversight, and embed a consistent project culture across the organisation
- Replacement of antenna systems at four high-power broadcasting facilities (RTCN) and 12 relay stations (TSR, including mountain-based transmission sites)
Integrator of the Infrastructure of the Future
Recent years have marked a sustained period of growth, characterised by the successful delivery of a wide range of projects. These have included the launch of new radio and television broadcasts, research and development work in advanced technologies such as 5G Broadcast, the expansion of our tower infrastructure portfolio, and the execution of our first Smart City projects. We intend to sustain our growth in the telecommunications sector, with a clear focus on advancing new technological ventures and delivering innovative, client-centric solutions.
Emitel Develops Smart Water Management Systems
We are delivering further projects in the digitalisation of local governments and water utilities, expanding our Smart City and Internet of Things (IoT) offering. The Company is implementing remote water metering systems, including in Bytom, where a network of over 6,000 devices equipped with radio modules is being deployed to enable remote monitoring of water consumption and the detection of faults. The project, delivered using LoRaWAN technology, covers network planning and deployment, system maintenance, and SLA-based service guarantees, with completion scheduled for 2028.
Cities Operating at Full Power – Smart City
We implement Smart City solutions that deliver tangible improvements in residents’ quality of life while supporting environmental sustainability. We focus on technologies that are practical, scalable, and tailored to the specific needs of cities.
Emitel Drone Labs – A New Level of Innovation
Emitel has developed a drone flight monitoring network across eight airports in Poland. We continue to expand our activities in the design and deployment of network infrastructure for drones, strengthening our position in the domestic market. In 2024, we delivered a network enabling the monitoring of BVLOS flights, marking an important step towards the development of commercial drone services.
Emitel Implements Advanced HbbTV Solutions for Telewizja Puls
We have implemented a new feature of the HbbTV PlayPuls service—“Puls on Demand”—for Telewizja Puls, enabling viewers to access television content in a flexible and convenient way. The solution provides access to both live programming and archived content, with pause, rewind, and catch-up functionality for up to seven days. Leveraging Emitel’s CDN infrastructure, the service ensures high-quality streaming and secure content distribution, while enhancing the appeal of free-to-air digital terrestrial television.
5G Broadcast
As a broadcast infrastructure operator, in cooperation with Telewizja Puls, we launched a pilot transmission in Warsaw using 5G Broadcast technology. This is the first initiative of its kind in Poland, where one-way television signal transmission (broadcast) is delivered via terrestrial broadcasting infrastructure—without the use of mobile networks, without requiring internet login, and without a SIM card.
Emitel Code of Conduct and Ethics
The foundation of our ethical and responsible operations lies in our Code of Conduct and Ethics, complemented by our compliance policy, which together define the standards of behaviour expected of all employees and business partners.
Whistleblowing System
Our whistleblowing system is a cornerstone of ethics and compliance management at Emitel. It operates in accordance with the “Internal Reporting Procedure for Legal Violations at Emitel S.A.” and is accessible to employees at all times. The system enables the reporting of any suspected or confirmed breaches of law, the provisions of the Code of Conduct and Ethics, as well as the principles set out in our applicable compliance policies.

The offer covers both soft skills—such as communication, collaboration, mental well-being, and problem-solving—as well as technical (hard) skills related to products, project management, legal regulations, safety, and emerging technologies.
Development programmes are designed to address both the needs of employees and collaborators, as well as the evolving demands of the market. Through a broad and carefully curated portfolio of training and development initiatives, we foster the continuous advancement of professional competencies while also supporting meaningful personal growth. A Culture of Equality and Openness. Inclusion in Practice
At Emitel, we foster an organisational culture grounded in equality, openness, and inclusion, supported, among others, by our “Diversity Declaration”, which ensures equal access to development opportunities and organisational resources.
We combine experience with fresh energy, recognising employee commitment and strengthening relationships through initiatives aimed at families. At the same time, we continue to strengthen leadership capabilities in diversity management and inclusive, respectful communication—exemplified by the “Inclusive Leader” workshop series, delivered in line with the principles of Nonviolent Communication (NVC).

Implementation of the 5P Framework in the Competency Model
In September 2025, the Emitel Team’s set of values was expanded to include a fifth element—Leadership and Responsibility. This change became a catalyst for reviewing the existing competency model and aligning it with the updated value framework. We understand Leadership and Responsibility as a mindset that can be adopted by everyone, regardless of their role within a team, project, or daily operations. Leadership means taking initiative, exerting a positive influence, and inspiring others to act. We believe that every employee and manager shares responsibility for the company’s development and its value growth.
Occupational Health and Safety
The health and safety of our employees are among our key operational priorities.
Given the nature of our activities, which include work at height, we consistently ensure regular training to prepare our teams to perform their duties safely in demanding, high-risk conditions. We also make our facilities available for training exercises conducted by uniformed services.
Information security and business continuity are not merely matters of compliance with standards or regulations; they are, above all, an expression of our responsibility towards Emitel’s clients and partners. In 2025, we continued to develop our management systems in line with ISO 27001 and ISO 22301, strengthening the resilience of both our infrastructure and operational processes. Equally important to us is employee awareness. Through training and educational campaigns delivered as part of the #cyberodporni programme, we help our teams better understand today’s digital threats. We believe that security is built collectively—through technology, robust procedures, and the everyday responsible actions of all employees. This approach enables us to ensure the stability and reliability of services that form a vital part of Poland’s communications infrastructure.

In harmony with nature. We are committed to minimising the environmental impact of our operations by adhering to international standards, enhancing energy efficiency, and progressively decarbonising our infrastructure. We align our day-to-day operations with a long-term ESG strategy, advance circular economy solutions, and continuously strengthen our capabilities in energy and resource management—supporting the responsible development of critical infrastructure and the broader energy transition of the sector.






Environmental Management
In implementing the principles of ISO 14001:2015, we consistently undertake actions aimed at reducing our environmental impact, optimising the use of natural resources, advancing environmental programmes, enhancing monitoring and reporting processes, and raising environmental awareness among our employees.
Our commitment to continuous improvement is reflected in regular internal audits, the systematic updating of environmental objectives, and the proactive identification of areas requiring improvement. The establishment of an Energy Management Team, together with the implementation of ISO 50001, represents a key element of our sustainability strategy. These efforts focus on reducing our carbon footprint and optimising operating costs, aligning business objectives with a responsible approach to climate challenges and fostering an energy-conscious organisation.
Sustainable Signal: Decarbonisation at the Core of Emitel’s Infrastructure
Digital data transmission, while largely invisible in everyday use, has a tangible impact on the natural environment.
Emitel’s broadcasting and streaming infrastructure—including transmitters, cooling systems, and delivery platforms—is inherently energy-intensive, with this demand directly contributing to greenhouse gas emissions.
We are actively advancing a range of initiatives to reduce our carbon footprint. These include the modernisation of technical infrastructure, the deployment of energy-efficient solutions, and the systematic monitoring and optimisation of energy consumption. In parallel, we invest in renewable energy sources and advanced power management systems that enable more efficient use of available resources.
Energy Efficiency
“Zero-Emission Heating” Project
This project represents an innovative application of circular economy principles within the context of critical infrastructure.
It centres on the recovery and reuse of waste heat generated by RTV broadcasting systems. Heat generated during the transmission of radio and television signals is captured and reused to heat technical and office spaces, rather than being lost in the technological process.
Environmental Objectives
Waste Management
We consistently improve the efficiency of processes aligned with circular economy principles, reducing the consumption of resources and raw materials, minimising the volume of waste generated, and supporting their reuse. We recover waste heat and use it to heat buildings, and we operate a central repository of used equipment, enabling its refurbishment and redeployment.
Protection of the Peregrine Falcon
For many years, we have supported the conservation of the Peregrine Falcon, which often chooses our broadcasting towers as nesting sites. This species is subject to strict protection in Poland. We maintain an ongoing partnership with the Stowarzyszenie na rzecz Dzikich Zwierząt Sokół. Currently, a pair—Emisja and Dobromir—is nesting at our facility in Dobra, and their activity can be followed live via the Association’s website.
A Kestrel Nest That Halted Demolition Works
During preparations for the demolition of the concrete tower at RTON Łobez / Toporzyk, we identified an active nest of the Common Kestrel, a species under strict protection. In consultation with a specialist ornithologist, we decided to suspend the demolition works until the end of the breeding season. The works resumed only after the young birds had left the nest.
Monitoring of Electromagnetic Fields (EMF)
We continuously monitor the intensity of electromagnetic fields (EMF) around broadcasting towers and telecommunications equipment, which, like many everyday devices, are sources of such fields. Regular measurements and analysis of EMF levels form an integral part of our environmental policy.
Although we are dealing with non-ionising radiation at levels which, according to current scientific knowledge, do not produce direct adverse effects on living organisms, we attach particular importance to its control and the reduction of emissions. These actions are aligned not only with legal requirements but also with the precautionary principle in relation to potential long-term impacts on ecosystems.
As part of a comprehensive approach to EMF management, we:
- integrate the assessment of electromagnetic field impact into the planning, design, and siting of new installations,
- conduct regular EMF measurements in cooperation with accredited laboratories,
- implement advanced technical solutions to minimise EMF emissions,
- maintain a transparent information policy by making measurement results available to interested stakeholders.

We engage in events, partnerships, as well as educational and charitable activities that foster integration, nurture talent, and help build an accessible, inclusive space for diverse groups—responding to real, identified needs.

We actively support cultural events that transcend divisions, bringing people together and fostering shared experiences.
For many years, we have been a partner of the International Chopin Piano Competition—an event that extends far beyond the concert hall, embodying excellence, sensitivity, and artistic harmony.
Supporting Polish culture is a great honour for us. The International Chopin Piano Competition is an event of exceptional standing, which for generations has built bridges between cultures and fostered a global community of music lovers. We are proud that Emitel has once again become part of this unique occasion. It is also an opportunity to highlight values that are central to our organisation: nurturing tradition, supporting emerging talent, and promoting Poland as a country rich in cultural heritage. Our partnership in the International Chopin Piano Competition, as well as our involvement in the Chopin and His Europe Festival, reflects our continued commitment to supporting initiatives that have a lasting impact on the development of culture in Poland and internationally.

We Support the Spirit of Sport
For the past three years, we have been the main sponsor of KKP Warszawa, supporting the club not only financially but also through advisory expertise in marketing and brand development. Our involvement extends well beyond traditional sponsorship—we actively champion physical activity, nurture young people’s passions, and promote the principle of equal opportunities in sport.
Fencing at an Olympic Level
As a long-standing partner of the Wheelchair Fencing Section of Legia Warszawa, we once again supported the organisation of the Open International Polish Championships in Wheelchair Fencing, held in Warsaw. The event brought together three days of sporting excellence, passion, and a powerful display of determination and resilience.
Emitel for Charity
Our #TeamEmitel once again took part in the Wszyscy Do Wioseł initiative. Twenty of our employees participated in the eighth edition of this sports and charity event, organised by the Fundacja Legii and the Fundacja Kochasz Dopilnuj. The initiative aimed to raise awareness of cancer prevention.
Partnerships and Support Programmes
We continue to expand our network of partnerships, combining industry, educational, and social collaboration with active support for cultural and technological initiatives.
We are engaged both in the development of the radiocommunications sector and emerging technologies, as well as in projects that support young talent, innovation, and local communities.
Through long-term partnerships, participation in events, and initiatives such as Zwolnieni z Teorii and collaboration within Poznań CityLab, we create value that extends beyond business—strengthening our impact on the development of the economy, education, and modern solutions for cities and society.
